Continued from Page 1 He became the communications supervisor in 1995 and led the way for development of an in-depth policy and procedure manual, a 911-user guide for PSAPS, and a training guide that is influential throughout East Texas. In 1997 Bickley played a lead role with the development and project management of a CAD system and since has become one of the system administrations for many of the departments technological tools such as a GPS system, mobile data communications system, AVL, and an IP telephone system. Playing a role in Y2K issues, Bickley became involved with emergency management and works hand in hand with other city departments and agencies in EOC coordination. He is a member of the Deep East Texas Council of Government 911 Advisory Board, a member of the Regional Area Council on Trauma, a member of Toastmasters International and enjoys working with youth in programs such as Junior Achievement and local sports activities. He is married with three children and two grandchildren. Bill Keller, Second Vice President, is a System Analyst in the Information and Management Systems of the Department of Public Safety. He has been in that position the past four years. Prior to that he was a Communications Center Supervisor for 27 years with DPS. Keller enjoys playing golf, photography, basketball officiating and physical fitness. He is a single dad of two and has three grandchildren. Kim Killion, Secretary/Treasure, is a dispatcher for the North Richland Hills Police Department. Along with her “regular” duties as a NRH dispatcher, Killion is also a TCLEOSE and EMD Instructor. She often is the instructor for classes for her own department as well as other departments across the state. She is also a member of the TEEX ESTI TxDOT Advisory Committee, and the current Secretary-Treasure of the Texas Chapter of APCO. Killion is married to NRH Firefighter Jerry, and they have 3 sons. All the boys are very active in sports, so she spends much of her “free” time attending their events. She also enjoys swimming, reading, cooking, traveling, and attending Bible Study that the dispatchers at NRH started two years ago. Wanda McCarley is the Executive Council Member representing the Texas Chapter on the National APCO Board. McCarley is employed with the Tarrant County 9-1-1 District and has been in public safety emergency communications for over thirty years. During that time she has held the positions of Dispatcher, Lead Dispatcher, Dispatch Supervisor, CTO, Communications Manager, Technical Service Manager and 9-1-1 Operations/Training Manager. McCarley is a single mom to one son and has many hobbies and interests. Some of the Board have been serving you in the past, some are newly elected, but together they bring to you, the members, a strong commitment to serve the Texas Chapter of APCO to the best of their ability. They will strive to meet the needs of the Chapter and encourage everyone to contact them with concerns, suggestions or questions.
