It is that time of the year again and there are several things that
need to be made clear. First, the Federal Communications Commission
(FCC) is requiring all to use their new Universal Licensee System (ULS).
This means all applications must be on the FCC form 601, issued
November 2000. This is not an easy form to complete. Therefore, we
will have another session at our fall conference on how to complete
the 601 Form.
Dismissed applications are the topic of several agencies. The
FCC is dismissing application for almost anything. The application
for the most part can be corrected and returned to APCO without any
additional charges. If you have a dismissed application, contact
APCO to see what procedures to follow. In about 99 % of the cases,
APCO can correct the problem, with your help, and return the
application to the FCC.
Along these lines, if you receive a request by telephone, letter or
FAX, please provide the requested information to the person
requesting. This will speed up the process on your application. The
best thing is to provide all of the information requested on the 601
form and the APCO Form FDR-3. This will assist you more than you
will ever know.
Prior to the APCO National Conference in Salt Lake City, the APCO
AFC new coordination system will be operational. I have been beta
testing the system for almost three years, and believe me this
system will speed up the coordination system. All of the APCO Local
Advisors will have received training prior to the National
Conference
The 700 MHz spectrum is beginning to move. The Regional
Planning Committees are starting to conduct their meeting to develop
a plan for the spectrum usage. When you hear of a meeting in your
region, please attend and make your voice known. The Region needs
you to participate. After all, what we do today, will be out
communications tomorrow. Wouldn't you like to be a part of the
future?
Expired Licenses: Over the past few months, I have found that
several agencies have not renewed their FCC radio License. Believe
me, there are
